Even organizations outside the EU must comply if their AI systems are used by or affect EU citizens. Noncompliance can result in penalties of up to €35 million or 7% of global turnover, whichever is higher, a clear sign of the regulation’s seriousness. 

The 2025 Timeline 

Starting August 2, 2025, GPAI obligations officially take effect. Providers of large foundation models will need to: 

  • Register their systems with the European Artificial Intelligence Office. 

  • Submit risk evaluations for high-impact models. 

  • Disclose training summaries to regulators and the public. 

  • Integrate strong safeguards around copyright, privacy, and misuse prevention. 

By August 2026, the EU plans to have full enforcement capabilities in place.
